0.1 What Meta charges for

Meta charges per delivered message by category and recipient country. The rule that keeps replies free changes on October 1, 2026.

Meta sets the price of every message a business sends on WhatsApp. For years the rules didn't move. You paid for the template messages you sent first, replies to customers who wrote to you were free, and most teams never needed to know more than that.

That arrangement is changing. From October 1, 2026, Meta bills service replies per delivered message after 1,000 free service messages per phone number per month, and resumes charging for utility templates sent inside the customer service window. If your team answers a lot of customer conversations, a large share of what you send can move from free to paid without anything about your messaging changing.

Eligible governments and non-profits are exempt from service message charges. From October 1, 2026 through December 31, 2027, organizations Meta identifies as eligible continue to receive free service messages beyond the monthly allowance. This includes eligible government departments, agencies, inter-governmental organizations, and community non-profits. The exemption applies to service messages; it does not make template messages free.

Starting October 12, 2026, exempt service message status webhooks include subtype: paid_exempt alongside type: free_customer_service (or free_group_customer_service for groups). Meta plans to provide an account eligibility lookup by October 30, 2026 and will announce how to request an eligibility review. Kapso's service fee projections currently apply the standard monthly allowance and may overestimate costs for exempt organizations.

This guide covers:

  • Which category a message is billed under, and who decides it.
  • How to read the pricing object on a status webhook and say what the message cost.
  • What the two October 1, 2026 changes do to your own bill, estimated from your message history.
  • The three changes that most reduce spend.

What sets the price

The price of a message is set by its category and the country your recipient is in. Billable messages use the published rates, with volume tiers on some categories. Free-message rules, including the government and non-profit service exemption above, determine whether those rates apply.

Direct or through a provider

Meta charges the same rates whether you call the Cloud API yourself or send through a provider like Kapso.

The difference is the software. If you integrate directly, you build and run it yourself. If you use a provider, the provider charges for it. Some add a margin to each message, some charge a separate fee, some do both. Kapso charges for the platform and adds nothing to Meta's fees, so the Meta line on a Kapso invoice is exactly what Meta charged.

The rest of this guide is about the Meta charges, which work the same either way.
